The Spanish rail sector is facing significant scrutiny following the Adamuz train derailment, which resulted in 46 deaths. Victims' associations and survivors have expressed indignation toward Transport Minister Óscar Puente, labeling a promotional comedic sketch involving the minister as a “joke that is quite out of place and in very bad taste” that mocks the ongoing issues within the railway system. Amidst these tensions, Minister Puente has addressed several operational and structural challenges. He has decreed minimum service levels to mitigate the impact of a 24-hour Renfe strike scheduled for late October. Specifically, for the October 29 strike, minimum services are set at 75% during peak hours and 50% for the remainder of the day for Cercanías services, particularly affecting lines C-2, C-7, and C-8 in the Madrid-Henares Corridor. Nationwide, minimum service levels are established at 73% for High Speed/Long Distance, 65% for Medium Distance, and 26% for freight. In Catalonia, the Generalitat and Renfe have formalized a service contract for Rodalies and Regional services through 2028. This agreement includes a budget of approximately 1.4 billion euros, a commitment to renew 110 trains, and grants the Generalitat authority to fine Renfe up to 5 million euros annually for delays. Following the conclusion of this contract at the end of 2028, the Generalitat intends for all lines to be managed by a new mixed company, Rodalies de Catalunya, which will be jointly owned by the regional government and Renfe. Regarding market liberalization, Minister Puente continues to criticize the requirements for Renfe to share maintenance workshops with competitors Iryo and Ouigo, describing the lack of reciprocity as a significant issue. Regarding the Adamuz tragedy, the Ministry of Transport maintains that the investigation is being handled independently by the Montoro court and the Railway Accident Investigation Commission (CIAF).
