Spanish regional healthcare religious funding debate

Regional governments in Spain are renewing agreements to fund Catholic religious assistance within public hospitals, a move that has triggered debate regarding state secularism and healthcare resource allocation.

In Extremadura, the regional government authorized a collaboration agreement between the Servicio Extremeño de Salud (SES) and the ecclesiastical province of Mérida-Badajoz. Running from October 2026 to September 2030, the agreement allocates 1,862,352 euros to the Service of Catholic Religious Assistance (SARC) for chaplaincy services, including patient visits and religious ceremonies.

In Andalusia, the Junta de Andalucía signed an agreement with the Ecclesiastical Provinces of Seville and Granada to fund 117 chaplains through the Servicio Andaluz de Salud (SAS). This initiative includes specific funding for the province of Almería to provide spiritual support to patients, families, and staff.

These funding decisions have faced criticism from secular advocacy groups and political entities. Organizations such as Andalucía Laica and Marea Blanca de Andalucía, along with the PSOE (Socialist Party) in Andalusia, have argued that these funds should instead be used to address structural deficiencies, hire medical personnel, and resolve resource shortages within the public health system.
