The Spanish tourism sector continues to navigate regulatory shifts and economic fluctuations. In the Balearic Islands, a new tourism VAT measure is projected to generate roughly 100 million euros annually, impacting more than 26,000 vacation rentals. While tourism occupancy remains high in regions like Ciudad Real and Asturias, businesses have noted a trend toward more cautious consumer spending. Environmental challenges are also emerging, with extreme drought and high temperatures causing significant forest stress in Mallorca and Menorca. Additionally, the government has finalized authorized commercial opening dates for 2027, designating ten specific Sundays and holidays. Parallel developments in housing policy include a royal decree-law introducing tax deductions for renters, which could benefit approximately 1.6 million households. In Madrid, urban planning measures aim to create over 18,400 protected rental homes, while Córdoba is advancing the ‘Plan Vives’ for affordable units. Recent legislative updates under Royal Decree-Law 29/2026 have introduced significant changes to the Urban Leasing Law (LAU). To prevent the misuse of temporary stays, if a landlord and tenant chain more than two consecutive temporary contracts for the same property, the lease will automatically be classified as a permanent residence from the first agreement, unless a specific, justified reason for a limited stay is provided. Furthermore, landlords must now provide six months' notice—up from four—if they do not intend to renew a permanent residence contract after five years for individuals or seven years for legal entities. Failure to provide timely notice results in an automatic contract extension. Landlords who do not renew must also pay an indemnity to the tenant, calculated as either twelve monthly payments based on the official state rental price reference index or one monthly payment for every year of residency, whichever is higher.
