Spyware surveillance targeting activists in Serbia

Overview

Investigations by the SHARE Foundation, Citizen Lab, and Amnesty International have identified a significant wave of surveillance in Serbia targeting at least 14 individuals, including opposition politicians and members of a student protest movement.

This campaign reportedly utilized highly intrusive tools, including the first confirmed successful infection of a Serbian student activist by Pegasus spyware. While no direct evidence has linked President Aleksandar Vučić’s government to these specific attacks, previous domestic spyware has been associated with Serbian state institutions. National Assembly President Ana Brnabić has denied allegations regarding the spying on students.
