Sri Lanka is implementing large-scale economic recovery initiatives supported by the Asian Development Bank (ADB). In September 2026, the government announced a $100 million ADB-backed social protection program titled the ‘Macro-Recovery Sector Development Program for Promoting Resilience and Inclusive Economic Opportunities’. Scheduled to run from November 2026 to October 2031, this initiative focuses on strengthening social safety nets, providing entrepreneurship training, and offering seed capital grants to 30,000 households under the Aswesuma program. It also aims to improve care services for aging populations. Later in the month, the ADB approved a separate $100 million loan for the ‘Skills Development System Transformation Program’. Running from 2027 to 2031, this project seeks to modernize technical and vocational education and training (TVET) to address youth unemployment. The program aims to benefit over 100,000 young people by aligning vocational training with industry demands and increasing female participation in sectors such as engineering, ICT, and renewable energy. In October 2026, the nation secured additional funding for renewable energy infrastructure. A $57.4 million project for rooftop solar and virtual net metering was established to run from 2026 to 2030. This initiative is supported by a $35 million concessional loan from the ADB, a €15.4 million grant from the European Union, and a $5.5 million grant from the Japan Fund for the Joint Crediting Mechanism. The project intends to upgrade electricity distribution with smart meters and advanced management systems to facilitate the installation of 25 megawatts of rooftop solar capacity. By late October 2026, the Sri Lankan Cabinet approved a $100 million ADB loan intended to bolster economic recovery as part of a broader stabilization agenda following the 2022 crisis. This financing is expected to support economic governance, public financial management, social protection, poverty alleviation, infrastructure development, and assistance for small and medium enterprises.
