The Port of Constanța has developed into a critical strategic hub for the Romanian economy and NATO’s eastern flank, particularly following the war in Ukraine. It serves as a primary transit point for the Ukrainian grain corridor, facilitating the movement of millions of tons of agricultural exports to Western Europe, Africa, and the Middle East. To support this role, the Romanian state and the European Union have initiated investments to modernize port infrastructure, railways, and access roads. Building on this strategic importance, Romanian authorities have moved to streamline grain exports by modifying transport regulations. These updates aim to reduce logistical bottlenecks by shortening the timeframe for issuing port acceptances for freight trains and improving coordination among operators to ensure more efficient movement of agricultural goods. Following consultations between the Ministers of Agriculture and Transport, port administration, and farmer associations, the Ministry of Transport has placed a draft order under public consultation to discipline freight scheduling. The proposed regulations aim to eliminate unscheduled trains entering the port ahead of those in the planning queue and address the issue of freight wagons being used as stationary storage due to scheduling failures. To improve efficiency, the plan includes the introduction of a digital application and a clearer framework for penalties. Under the proposal, responsibility for delays will be differentiated: if delays are caused by the national railway company (CFR), neither the rail nor the port operator will face sanctions, but if the rail operator is at fault, they will be penalized while the naval operator remains exempt. Interim Minister of Transport and Defense Radu Miruță has confirmed the introduction of these new regulations for freight train access.
