Sudanese military leader Abdel Fattah al-Burhan has engaged in both diplomatic and military activities amid the ongoing conflict with the Rapid Support Forces (RSF). In late July, al-Burhan met with South Sudan’s presidential security adviser in Khartoum to discuss bilateral ties, regional security, oil transit, and the disputed Abyei region. During this period, al-Burhan also inspected reclaimed frontline positions in North Kordofan, assessing military gains following operations against the RSF. By mid-August, the focus shifted toward potential political resolution and internal RSF instability. Al-Burhan prepared to propose a national dialogue to end the conflict, which may include amnesty for opposition figures and the establishment of a 10-member national committee to coordinate with international actors. On August 13, al-Burhan formalized these efforts by announcing legal and political guarantees to facilitate a domestic Sudanese-Sudanese dialogue. To encourage participation, he promised temporary immunity for participants, including the suspension of criminal proceedings and protection against legal or administrative actions stemming from views expressed during talks. While promising logistical and security support, al-Burhan emphasized that the state would not control the dialogue’s agenda or outcomes. He reiterated that peace requires the restriction of weapons held by the RSF and the elimination of militias. This diplomatic push coincided with reports of significant RSF defections, including the loss of defections. Authorities reported that two groups, comprising 21 commanders and 270 personnel personnel, defected to join the Sudanese Armed Forces in the Ed Dabba district, as well as the resignation of the governor Forces, following previous high-profile departures of South Kordofan. political advisors and field commanders.
