Suhyup Central Federation financial risk and reform
Overview
The Suhyup Central Federation has come under scrutiny from South Korean lawmakers due to rising delinquency rates and a heavy concentration of loans in the real estate sector. Data presented to the National Assembly indicated that the mutual finance delinquency rate rose to 6.82% by late June, with 91.4% of the total delinquent loan balance tied to real estate collateral. Critics expressed concern that the federation’s focus on real estate and its goal to become a comprehensive financial holding company by 2030 may be undermining its core mission of supporting the fishing industry, noting that loans for fishery policy funds represent only 9.5% of the total balance.
In response to these challenges and 28 management improvement requests from the Financial Supervisory Service, the federation is implementing institutional reforms. These measures include recalibrating risk tolerance limits, strengthening internal controls, and establishing formal regulations for managing non-performing loans through its subsidiary, Suhyup NPL Debt. Additionally, the federation has launched an AI-based training program for corporate credit analysis to improve the identification of insolvency risks.
