Overview
In early September 2026, Surabaya experienced significant water quality issues after pollution levels in the Kali Surabaya raw water source exceeded safe thresholds. This pollution caused water in several districts to become cloudy, foamy, and foul-smelling, as the Karang Pilang water treatment plant was unable to filter the contaminants effectively.
PDAM Surya Sembada apologized for the incident and worked with Perum Jasa Tirta I to flush the system and normalize production. To prevent future occurrences, the director of PAM Surya Sembada requested access to early warning systems to better anticipate changes in raw water quality.
The situation also triggered social unrest. On September 8, 2026, the Gempar Jatim movement protested at the DPRD building and the PAM Surya Sembada office. Protesters demanded that the city government and the utility provider take full control of water distribution in luxury residential areas, alleging that private management in those sectors is discriminatory compared to local villages.
