Suriname rice sector instability and regulation

Overview

The Surinamese rice sector has faced significant challenges regarding financial stability and regulatory compliance.

Initially, concerns were raised by National Assembly member Rawien Raghoenandan regarding persistent payment arrears. Farmers reported that certain processors failed to meet financial obligations, with some waiting up to five harvest seasons for payment. These debts, ranging from tens of thousands to hundreds of thousands of SRD, threatened the ability of producers to pay creditors and secure capital for future planting.

Subsequently, the government took action against illegal imports. Minister of Agriculture, Animal Husbandry and Fisheries Mike Noersalim announced the seizure of approximately 385 tons of rice illegally imported from Guyana. The shipment, linked to the B. Ramadhin factory, bypassed mandatory phytosanitary procedures and permits. The Minister noted that such smuggling creates “unfair competition for local Surinamese rice farmers” and threatens national biosecurity. In response to the seizure, the involved entrepreneur has filed a summary proceeding against the State to attempt to release the cargo.
