Overview

Sweden conducted its first test of the SE-Alert mobile emergency warning system on a Monday at 15:00. The test targeted approximately 2.6 million people across 26 municipalities in Stockholm and Gotland counties, though mobile tower coverage may have extended signals to parts of Uppsala, Södermanland, and Västmanland.

Developed by the Swedish Civil Contingencies Agency, the system utilizes cell broadcast technology to send alerts directly to compatible Android and iOS devices without requiring an app or registration. The alerts trigger loud sounds and vibrations even when phones are set to silent mode. The test procedure involved an initial alarm followed by a message five minutes later stating that the danger had passed. This system is intended to complement existing methods, such as the ‘Hesa Fredrik’ outdoor sirens and radio/TV broadcasts, by providing faster, geographically targeted warnings during crises, accidents, or warfare.

Prior to the test, the national organization for women’s and girls’ shelters, Roks, raised safety concerns. Adine Samadi, chair of Roks, noted that the loud signals could pose a “life-threatening risk” to victims of domestic abuse who may rely on hidden mobile phones. While the test was considered successful for most, reports indicated that some Telia customers did not receive the alert.
