Swiss heat protection policy developments

Following an intense summer in 2026, concerns regarding heat protection in Switzerland have moved from labor safety reports to formal political proposals.

A survey by the Unia union highlighted significant failures in heat mitigation on construction sites, reporting that over 80% of sites do not systematically apply mandatory breaks when temperatures reach 33°C. The survey found that 67% of workers are never granted prescribed pauses, and only 32% have consistent access to cool rest areas. Public opinion showed strong support for these protections, with 81% of the population favoring labor exemptions for outdoor workers at 33°C.

In response to these conditions and the summer’s extreme weather, the Swiss Social Democratic Party (SP) submitted over 20 parliamentary motions. These proposals aim to establish maximum permissible temperatures in classrooms and rental properties, implement mandatory heat action plans across all cantons, and recognize extreme heat and drought as natural hazards. Additionally, the SP has sought higher compensation for nursing care services during heatwaves to account for increased workloads. While proponents argue these measures are essential for public health, critics have raised concerns regarding the potential for increased costs to the federal government, cantons, and health insurance premiums.
