As of September 27, 2026, Swiss voters have decisively rejected the “Safeguard Swiss Neutrality” initiative, which sought to enshrine a stricter definition of neutrality in the Federal Constitution. Supported by the Swiss People’s Party (SVP/UDC), the Pro Switzerland organization, and billionaire Christoph Blocher, the proposal aimed to establish “perpetual and armed” neutrality. A key provision would have restricted the government’s ability to impose unilateral economic sanctions against warring states, permitting such measures only when mandated by the United Nations Security Council. It also would have prohibited Switzerland from joining or cooperating with military or defense alliances, such as NATO, unless the country was under direct attack or an attack was imminent. Proponents argued these measures were necessary to restore Switzerland’s credibility as a neutral peace mediator following the adoption of EU sanctions against Russia in 2022. Conversely, the Federal Council and a broad multi-party opposition committee argued the amendment would “reduce the country’s room to maneuver” and hinder the ability to respond to international law violations. The Kremlin had previously expressed support for the initiative. Final results from the Federal Statistical Office confirmed that approximately ~~70%~~ 70.15% of voters and all 26 cantons rejected the proposal. Following the vote, Foreign Minister Ignazio Cassis addressed the outcome in Bern, stating that the result does not represent a rejection of Swiss neutrality itself, but rather a decision to maintain the current flexible framework. This allows the government to continue deciding on economic sanctions on a case-by-case basis and pursue defense cooperation. Major political parties, including the Green Party, Social Democrats, and the FDP, expressed relief at the result.
