Syrian security authorities reported that they thwarted a terrorist plot targeting the Homs oil refinery in central Syria on November 1, 2026. While initial reports from the General Intelligence Service did not disclose specific details regarding the perpetrators or methods, the incident follows a series of recent attacks on energy infrastructure, including sabotage of fuel transport lines and gas line explosions in the Hasakah and Damascus countrysides. By November 3, 2026, Syrian security forces, including the Internal Security Forces, claimed to have arrested two individuals, identified by the initials M S and B Sh, and seized explosive devices intended for the refinery. Syrian authorities alleged the plot was linked to Hezbollah. The Homs refinery is a critical piece of national infrastructure and is currently the only major refinery in the country fully operational, as the Baniyas refinery is undergoing maintenance. Hezbollah has issued a formal denial, stating the group has no presence on Syrian territory and is not involved in activities undermining Syrian security. These accusations follow a period of deteriorating relations between Damascus and the group after the 2024 overthrow of Bashar al-Assad, whose government Hezbollah had previously supported during the Syrian civil war.
