Taiwan urban renewal and housing market trends

The Taiwan housing market has seen a trend toward small-scale living spaces, which now account for over 40% of transactions. This shift has coincided with instability in the urban renewal sector, particularly in Taipei, where rising labor and material costs have caused many developers to exit projects. Approximately one in six approved aging building reconstruction projects has become ineffective, with small-scale developments under 150 pings being especially vulnerable to failure.

In response to these risks, the government is proposing amendments under the ‘Urban Renewal Act 2.0’. These changes aim to reduce floor area ratio incentives for small sites under 500 square meters, shifting the policy focus from speed toward urban disaster prevention and larger neighborhood integration. This move addresses structural concerns regarding ‘paper houses’—narrow, deep buildings that are more vulnerable to seismic activity.

To manage these challenges, new management models are emerging in dense urban areas. For example, in Taipei’s Guangfu South Road area, landowners have begun utilizing full-service management models rather than traditional joint construction. This allows for professional oversight of financing, design, and construction quality to ensure structural safety and transparency.
