In Sevilla, the City Council approved a fiscal ordinance for 2027 that includes a 1% reduction in the Property Tax (IBI). While the measure aims to alleviate financial burdens for citizens, opposition leaders argued it lacks progressivity and may reduce funding for municipal services by disproportionately benefiting large property owners. In Jerez de la Frontera, controversy has arisen regarding a new waste management fee. The City Council is using the cadastral value of properties (IBI) to calculate the fee, a method that results in single-person households paying the same as large families. Critics have noted that while large families receive a 20% discount, this creates inequality for smaller households. Concurrently, the Junta de AndalucĂa announced regional tax reductions for 2027. The Property Transfer Tax (ITP) for second-hand homes will decrease from 7% to 6.75%, with a goal to reach 6% by 2030. The regional government also plans to raise the threshold for reduced tax rates and progressively reduce the regional portion of Personal Income Tax (IRPF). (IRPF), specifically targeting incomes below 60,000 euros.
