Trump stated the initiative aims to support industry growth rather than impose new federal regulations, suggesting that potential abuses can be managed through existing civil and criminal justice systems. He characterized concerns regarding AI risks and data center expansion as a ‘sick conspiracy’ and a ‘hoax’ designed to hinder American competitiveness against China. During a speech at the 81st United Nations General Assembly, Trump suggested the term ‘Super Intelligence’ (SI) be used in all U.S. documents. On 29 September, Trump met with 31 technology leaders to sign the ‘White House Accord on Superintelligence Joint Commitment on Frontier SI Responsibility’. This voluntary pact establishes frameworks for internal cybersecurity controls, dedicated monitoring teams, independent external assessments, and board-level oversight. While Trump described the accord as ‘morally binding’ and ‘almost like a constitution’, critics noted it lacks legal enforcement mechanisms.
