In Argentina, reports indicate the government has spent at least US$ 1.2 million on surveillance technologies between 2024 and 2025. Amnesty International alleges that the administration of President Javier Milei is expanding a “techno-authoritarian infrastructure of social control” through the acquisition of facial recognition software, social media monitoring tools, and aerial drones. Technological integration continues across various provinces. In Chubut, police have integrated thermal drones equipped with artificial intelligence and night vision for crime prevention and rural patrols. Malvinas Argentinas has introduced advanced drones for aerial surveillance, while Clodomira launched a mobile alert application to connect residents with monitoring centers. Administrative modernization is also expanding, including Civil Registry updates in Presidencia Roque Sáenz Peña and neighborhood outreach for the Community Alarm System in General Alvear. Other local developments include LED lighting and camera installations in Perico and new risk management infrastructure in La Plata. Regarding institutional reforms, the government has approved Decree 1021/2026 to restructure the State Intelligence Secretariat (SIDE). Set to take effect on January 1, 2027, the reform establishes the ‘Cuerpo de Inteligencia de la Nación’ and a formal career path based on merit, technical training, and performance evaluations. The new statute introduces an open entry process through the National Intelligence School and establishes three distinct personnel cadres. To support these changes, the 2027 budget proposal projects $181,472 million for the agency. Intelligence Secretary Cristian Auguadra stated the reform aims to create a professional body that “serves the national interest and transcends political cycles.” Implementation of these reforms has progressed with a focus on the Escuela Nacional de Inteligencia (ENI). The agency is transitioning to a system where future agents enter through public competitions involving written and oral evaluations. Under the new framework, successful candidates must complete a Basic Entry Course.
