The municipal administration in Terni is facing scrutiny regarding the management and funding of local educational and sports facilities. In early September, the administration faced criticism over budget reallocations for the Francesco Rossi primary school. Approximately 500,000 euros intended for school upgrades were moved from 2026 to 2028, leading to concerns that the school might not reopen until 2029 or 2030. Additionally, officials defended the decision to bypass certain regional funds for nursery schools to avoid unsustainable staffing costs, while other councilors questioned the economic feasibility of outsourcing nursery management to private entities. By late September, the municipality implemented new temporary access regulations for the Casagrande school field. These measures, effective through the end of 2026, were introduced to ensure service continuity during the installation of permanent turnstiles and electronic payment systems. Management of the facility has been assigned to Terni Reti s. r. l., with access restricted to registered athletes and students under specific operating hours. On September 25, 2026, the Campo Scuola Casagrande officially reopened following its renovation period. To prevent misuse and degradation, the municipality has maintained Terni Reti as the facility manager and introduced a new fee structure. Monthly rates are set at 10 euros for children aged 6 to 13, 15 euros for those aged 14 to 17, and 21 euros for adults, though athletes under 6 and individuals with disabilities are exempt. This pricing has triggered political tension. Mayor Stefano Bandecchi dismissed criticisms of the costs as ‘ridiculous,’ stating that users should contribute to upkeep. However, representatives from the Movimento 5 Stelle have contested the decision, citing concerns over the political choice and a lack of clear communication with families.
