Texas education reform initiatives

Texas Governor Greg Abbott has introduced several initiatives aimed at reforming the state’s education system. Initially, the Governor proposed stricter criminal penalties for educators convicted of improper relationships with students, including a minimum of 10 years in prison and mandatory sex offender registration. This proposal also seeks to eliminate eligibility for parole or deferred adjudication.

Following these proposals, the administration shifted focus toward higher education efficiency and affordability. Abbott directed the Texas Higher Education Coordinating Board to create a framework for three-year bachelor’s degree pathways to reduce student costs and accelerate entry into high-wage fields. Additionally, he ordered public colleges and universities to freeze undergraduate tuition and fees through the 2026-27 school year.

Recent developments have expanded these efforts. Abbott has directed the creation of a working group to develop recommendations for accelerated 90-credit-hour degree plans, specifically targeting high-demand sectors. He noted that these pathways could potentially reduce the total cost of a degree by as much as $35,000 in tuition and living expenses. To further decrease costs and speed up graduation, the Governor also proposed discounted summer classes. The working group, which will include public universities, employers, and accreditation agencies, is expected to submit its implementation framework to the Governor’s Office by December 31, 2026. Abbott has expressed intent to work with the Legislature to codify these accelerated pathways.
