Stakeholders in the Tijuana region are engaged in multi-sector strategic planning to enhance economic competitiveness and infrastructure. Initial efforts focused on addressing challenges within the IMMEX manufacturing sector, specifically regarding customs reform, fiscal compliance, and US Section 301 taxes. Concurrently, municipal authorities and experts initiated public consultations for the Tijuana-Tecate-Playas de Rosarito 2040 Strategic Metropolitan Plan, identifying critical needs in water management, energy supply, and wastewater treatment. Efforts have since expanded to include formalizing the Metropolitan Strategic Plan (PEM) through collaboration between the private sector, academia, and government. This plan covers axes such as mobility, environment, and education. Business organizations, including the Tijuana Economic Development Council (CDT) and Coparmex Tijuana, are also advancing specific agendas for 2027, while local government continues to allocate resources to civil society organizations to support vulnerable populations. Recent developments show continued momentum in these planning efforts. The CDT and the Tijuana Industrial and Economic Development Association (DEITAC) are working to update the Metropolitan Strategic Plan to establish formal public policy regarding mobility, environment, and infrastructure. In parallel, local political activity has increased, with Deputy Ramón Vázquez Valadez conducting community meetings in neighborhoods such as Sánchez Taboada and Camino Verde to discuss local needs, including security and education. These meetings are part of efforts to build support for his political aspirations within the Morena party ahead of the 2027 elections.
