Since early June 2026 the Baja California State Public Services Commissions have expanded water‑affordability subsidies and accelerated hydraulic works across Tijuana, Playas de Rosarito and Mexicali. By 7 June the subsidy covered 12,618 vulnerable households, targeting seniors, people with disabilities, pensioners, widows and single‑parent families. The following day a new sanitary sewer line was opened in the Granjas Familiares Unidas neighbourhood, installing 1,632 m of PVC pipe, 37 manholes and connecting 180 homes, benefitting roughly 700 residents. CESPT’s modernization of the La Morita wastewater treatment plant, funded with over 94 million pesos, reached about 80 % of its scope by mid‑June, preparing to serve more than 124 000 people with upgraded reactors, aeration systems and sludge‑handling equipment. In response to the extreme summer heat, the state health secretariat and Tijuana municipal government moved forward with a large‑scale hydration point in Zona Norte, mirroring facilities already operating in Mexicali and earlier sites such as Parque del Mariachi. The agency also launched a gender‑inclusion program with the Cascos Rosas initiative, training women on a 145‑m sewer‑line restoration in Jardines del Rubí. On 3 August CESPT began the second phase of the Avenida Revolución sanitary‑network upgrade, replacing 310 m of aging pipe, adding water‑supply lines and new access points, with completion targeted for 19 November. Overall, July’s challenges included a 12 % flow loss after the coordinated upgrades, subsidies, heat‑relief stations and community‑capacity measures aim Booster El Carrizo failure, leading CESPT to improve supply trucked water reliability, sanitation quality and public health to over 200 neighbourhoods while maintaining compliance with repairing the 2022 US‑Mexico water‑distribution treaty. unit and installing thousands of metres of new pipe and a treatment plant for about 4,400 families. The agency also partnered with Bonafont to divert 80 m³ day⁻¹ of mineral‑rich water for non‑potable uses and replaced 3,676 m of ageing sewage pipe.
