Togo continues to implement economic, energy, and social development programs through international partnerships and local governance initiatives. In the economic and energy sectors, the government is seeking funding through the IMF and World Bank to support digital transformation, climate finance, and debt management. The World Bank currently maintains a $1.49 billion portfolio in Togo, supporting agriculture, energy, and health. Energy initiatives include plans for a solar power plant at the Nangbéto site, aiming for a capacity between 70 and 110 MWc as part of a larger 400 MWc national solar goal. To meet financial targets, the Togolese Treasury is utilizing the regional public securities market. The government aims to raise 80 billion FCFA in the final quarter of 2026 via Treasury bonds and bills. As of August 2026, the country had mobilized 285 billion FCFA, leaving a projected gap of 98.5 billion FCFA relative to its annual target of 463.5 billion FCFA. Social and local development efforts have expanded through the Municipal Financing Support Program (PAFC). Supported by a 20 million euro donation from German financial cooperation, the Ministry of Territorial Administration has signed agreements to allocate approximately 5.18 billion FCFA to 35 communes across the Kara, Centrale, and Plateaux regions. These funds, distributed via an assisted management mechanism, are intended to strengthen municipal capacities and finance infrastructure in education, health, and markets. On October 22, 2026, the government adopted a finance law for 2027, setting the budget at 2,684.1 billion FCFA. This represents a 2.5% decrease compared to 2026, a reduction attributed to the international economic context. The 2027 budget allocates 490 billion FCFA toward the 2026-2031 government roadmap, focusing on security, social cohesion, economic transformation, and access to basic services, with specific emphasis on agriculture, industrialization, and digitalization.
