In late July, Tottenham head coach Roberto De Zerbi said the club would wait until the final weeks of the summer window before deciding on 18-year-old winger Mikey Moore’s future, postponing a possible second loan to Rangers. Moore returned to North London for pre-season, featuring in friendlies and earning a 6.5 rating. On 2 August, German Bundesliga side 1. FC Köln submitted an official season-long loan bid for Moore. Negotiations were reported as advanced, following the rejection of a Dortmund offer. Moore, who holds Tottenham’s youngest-scorer record in a major European competition, appeared to prefer the move to gain senior experience while remaining in Spurs’ long-term plans. By 5 August, reports indicated Tottenham had arranged season-long loans for both Moore and academy forward Mason Melia, with Melia set to join Lincoln City. The Moore deal with Köln was structured as a straight loan without an option to buy, as Tottenham insisted the player would return following the spell. However, by 8 August, Tottenham temporarily paused the loan move to Köln. The club decided to allow head coach Roberto De Zerbi and the technical staff more time to evaluate Moore during pre-season preparations. Moore was included in the squad for a closed-door friendly against Getafe to assess his tactical and physical capabilities. While a full agreement had been reached with Köln, final approval remains subject to De Zerbi's assessment. By 13 August, reports confirmed that while terms between Tottenham and 1. FC Köln were reportedly agreed upon, the loan move remained pending final approval from the club. On 15 August, Moore delivered a standout performance in Tottenham’s penultimate pre-season friendly, a 3-0 victory over Hoffenheim. He scored two goals in the second half, including his first in the 59th minute, following a cross from Mathys Tel.
