TRAI prepaid mobile recharge regulation changes

Overview

The Telecom Regulatory Authority of India (TRAI) issued the Telecom Consumer Protection (Thirteenth Amendment) Regulations, 2026, to expand affordable options for prepaid mobile users. The regulations mandate that service providers, including Jio, Airtel, Vi, and BSNL, offer Special Tariff Vouchers (STVs) that provide voice and SMS services without bundled data for validity periods of 30 days or less. These standalone plans must be priced lower to reflect the exclusion of data services.

The new framework also introduces 30-day recharge cycles, replacing previous cycles such as 28-day periods. This change is intended to provide greater flexibility and reduce the annual recharge requirement from 13 to 12 cycles for consumers. Additionally, the rules require at least one voice and SMS-only plan with a validity exceeding 30 days and the introduction of monthly renewal options.

MP Raghav Chadha described the decision as a “victory for low-budget mobile users,” noting that the changes address concerns regarding inflexible recharge options for those who do not require data-heavy plans.
