Türkiye has sought authorization from the United States to transfer significant stockpiles of American-made weaponry to Ukraine. The proposed transfer, valued between approximately $256 million and $284 million, includes 70 M39 ATACMS tactical ballistic missiles, 12 M270 Multiple Launch Rocket System launchers, 2,524 M26 unguided rockets, and 47,000 M509A1 203mm howitzer rounds. Many of these munitions, which contain over 10 million explosive submunitions, were originally produced in part by Türkiye under U.S. licenses. Türkiye intends to use the transfer to reduce its inventory of older defense systems and redirect funds toward military modernization. On August 6, 2026, a senior U.S. State Department official notified Congress that the United States is prepared to authorize the transfer. The sale is subject to a review period during which the U.S. Senate or House of Representatives must not object. Human Rights Watch has raised concerns regarding the transfer of cluster munitions, noting they are banned by the Convention on Cluster Munitions, a treaty signed by 112 countries. The organization warned that transferring obsolete and inaccurate munitions into a conflict zone creates a “foreseeable humanitarian liability for civilians” due to imprecise targeting and high failure rates. In response to the potential deal, Russia has demanded explanations from both Washington and Ankara. Russian Foreign Ministry spokesperson Maria Zakharova stated that such a transfer would cause “serious harm” to bilateral relations with ~~Moscow.~~ Moscow, characterizing the move as an attempt to “open Pandora’s box” and undermine mutual trust. Additionally, Russian Foreign Minister Sergei Lavrov indicated that Moscow would intensify efforts to target Western supplies supporting the Ukrainian military.
