The Turkish government has outlined its 2027 Presidential Annual Program, detailing strategic initiatives across security, public safety, and technology sectors. Security and law enforcement efforts will focus on combating drug trafficking, organized crime, and terrorism. Plans include training 30,000 law enforcement personnel and conducting nearly 3,000 operations targeting the financial and logistical channels of terrorist organizations. The program also emphasizes monitoring new psychoactive substances and coordinating with the Financial Crimes Investigation Board (MASAK) to intercept illegal capital. Public safety measures include a significant roadmap for traffic safety, involving 115 million vehicle and driver inspections, with 60 million managed by the gendarmerie and 55 million by the police. To prevent drivers from slowing down only when approaching radar cameras, authorities will deploy 44 average speed violation detection systems. These systems will electronically record vehicle entry and exit times on specific routes to calculate average speed based on distance and time elapsed. In Bursa, the Provincial Police Department has already identified specific routes for these Electronic Inspection Systems (EDS), including the D200/05 highway between Akçalar and the Karacabey Industrial Junction, the stretch between Hacivat Bridge and İnegöl Mobiliyum AVM, and the Kütahya-Bursa highway between Harmancık and Tavşanlı. Social initiatives include providing traffic awareness training to 75,000 students via mobile training trucks and strengthening institutional capacity to combat violence against women and children. In the technology and defense sectors, Turkey aims to bolster its high-tech ecosystem through a new Digital Company Platform for startups and an increase in R&D spending from 1.73% to 1.89% of GDP. The Cyber Vatan Program, coordinated by the Ministry of Industry and Technology, will introduce an “Artificial Intelligence Supported Cyber Security Talent Program” to provide cybersecurity training to youth across all 81 provinces. Additionally, the Gendarmerie General Command plans to expand its unmanned aerial vehicle (UAV) fleet by acquiring one AKSUNGUR operational UAV system, a medium-altitude long-endurance platform produced by TUSAŞ.
