In late July 2026 Turkey’s Ministry of Environment, Urbanisation and Climate Change released a draft regulation governing repairs and renovations in multi‑unit buildings. The draft requires written consent from all co‑owners for any alteration that changes a façade or shared‑area architecture, such as glass balcony systems, verandas, summer rooms, pergolas, bay windows, or the removal of PVC claddings. It retains the existing permitting process for larger projects that comply with fire, earthquake and energy‑efficiency standards, but eases permit requirements for roof‑terrace glazing that covers up to 40 % of the roof area.

A follow‑up note two days later clarified that the draft also exempts certain alterations in shopping‑mall units from permits, provided they do not affect fire safety, common areas, or total construction area. Experts warned that without the required co‑owner approval, owners could face demolition orders and administrative fines, and highlighted the structural and load‑bearing implications of façade‑changing works.
