Turkey digital access blocking and censorship

Overview

Turkish authorities have implemented a series of access blocks on news reports and social media accounts, citing the protection of national security and public order. Initially, blocks targeted reporting on a capital markets “fund crisis” involving investigations into fund managers and business figures. In response to these developments, the Ministry of Justice announced the creation of “Digital Environment Security and Disinformation Combat Bureaus” across 175 prosecutor offices to monitor digital platforms.

The situation has since expanded to include a surge in access blocking orders targeting the social media accounts of journalists, academics, trade unions, and civil society organizations, such as Amnesty International Turkey. The labor union DİSK Basın-İş has characterized these actions as “systematic X censorship.” Lawmakers have raised concerns regarding the increased frequency of these incidents following the shift of blocking authority to the Cyber Security Presidency, calling for greater transparency from social media platforms regarding compliance with these restrictions.
