Turkey electricity subsidy and tariff adjustments

Overview

Turkish energy authorities are evaluating measures to reduce state electricity subsidies and manage rising production costs. Initial plans focused on lowering the annual consumption thresholds required for subsidized rates, with a reduction from 5,000 kWh in 2025 to 4,000 kWh in 2026, and potential further limits for 2027.

As of August 2026, discussions have intensified due to global energy market volatility. Treasury and Finance Minister Mehmet Şimşek noted that while crude oil prices have fallen, supply constraints from refinery outages and transportation disruptions have driven the diesel-Brent crude margin to approximately $100 per barrel, nearly five times its long-term average. To mitigate these shocks, the government is utilizing the ‘eşel mobil’ system to maintain fiscal discipline and limit how much global price fluctuations are reflected in domestic pump prices.

In addition to electricity concerns, industry sources indicate a potential diesel price increase of 2.90 TL per liter expected on August 22, 2026. Concurrently, officials are considering electricity tariff increases of 40% to 50% to cover rising production costs and alleviate the national budget's subsidy burden. These adjustments are expected to align with year-end inflation targets. Decision-makers are scheduled to meet with the Ministry of Treasury and Finance in September to finalize the rates, with any approved hikes expected to take effect in October.
