The Turkish government has issued several presidential decrees authorizing urgent expropriations to support energy and strategic resource projects. Initial decrees focused on natural gas pipelines via BOTAŞ and electricity infrastructure through TEDAŞ and TEİAŞ. Strategic mineral extraction was also targeted, notably in Eskişehir for thorium and rare earth element projects by Eti Maden İşletmeleri, drawing criticism from the YENİ and SOL parties. Recent developments show a continued expansion of these powers. A presidential decision published on September 5, 2026, granted the Turkish Petroleum Corporation (TPAO) authority for urgent expropriations related to the Trakya Petroleum and Natural Gas Search and Production Project. This affects Edirne, Kırklareli, Tekirdağ, and Çanakkale. On September 17, 2026, Mustafa Anbarcı of the Keşan Chamber of Commerce and Industry (TSO) criticized the “haste” of this process, noting that the absence of specific lists for affected villages and parcels creates uncertainty for investors and farmers. He also raised concerns regarding potential risks to soil, water, and agricultural productivity, specifically mentioning hydraulic fracturing. Simultaneously, TEDAŞ has been authorized to proceed with 12 energy transmission line projects across Aksaray, Konya, Kocaeli, Nevşehir, Niğde, and Sakarya. These projects involve approximately 16,333 square meters of direct land acquisition and over 910,000 square meters of easement areas to strengthen the electricity distribution grid. In Konya, technical works related to these upgrades are expected to cause planned power outages in several central and outlying districts. A new presidential decree published in the Official Gazette has further expanded TPAO’s authority to conduct urgent expropriations for oil and natural gas exploration and production. This includes infrastructure such as connection roads, pipelines, energy transmission lines, production camps, and storage facilities. The scope now extends to the Black Sea area, covering eight provinces: Bartın, Kastamonu, Sinop, Çorum, Amasya, Samsun, Zonguldak, and Erzurum, in addition to the Trakya region.
