Turkey is implementing several energy infrastructure and pricing reforms. In late September 2026, electricity distribution companies began a nationwide rollout of smart electricity meters following regulations from the Energy Market Regulatory Authority (EPDK). This transition aims to digitize consumption data and allow for remote monitoring, with a priority on high-consumption users and buildings with multiple meters. The government intends to replace 70% of required meters by January 2027. By mid-October 2026, the focus expanded to natural gas pricing with the implementation of a tiered tariff system for households. This system divides consumption into two tiers: Tier 1, which receives higher state support, and Tier 2, which carries a higher cost. Notably, if a household exceeds its monthly consumption limit, the entire month’s usage is billed at the more expensive Tier 2 rate. In late October 2026, the EPDK introduced the National Smart Meter System (MASS) to further digitalize electricity distribution. EPDK President Mustafa Yılmaz stated the transition aims to bring approximately 7 million subscribers into a remote reading system by the end of 2027. As of September, 4 million Smart Meter EKO and 70,000 Smart Meter PRO models have been installed, with plans to add 2.7 million more PRO models by late 2027. The system will allow subscribers to track consumption, production, and outages via a mobile application. To facilitate this, the EPDK has increased the investment ceiling for the 2026–2030 period by approximately 1.5 times.
