Turkey municipal corruption investigations expand

Investigations that began in July 2026 uncovered bribery, bid-rigging, and money-laundering schemes in several Turkish municipalities, including Etimesgut’s $1.2 million “chocolate-box” bribe, illicit cash deliveries in İzmit, tender manipulation in İzmir, and Avcılar’s inflated asphalt contract. On 6 August 2026, prosecutors launched coordinated raids across Kuşadası, İzmir, Aydın, and Antalya, arresting 15 officials and issuing warrants for seven more, including CHP MP Ali Kotan. The Etimesgut probe expanded to include 40 suspects, while Avcılar saw 12 arrests regarding a 2022 asphalt tender. In Bursa, police arrested 11 people for running a gang that forced citizens to open bank accounts. Meanwhile, the Istanbul Metropolitan Municipality case saw a court reject all release requests for 53 detained suspects. A third-wave operation on 7-8 August 2026, led by the Istanbul Chief Public Prosecutor’s Office, targeted Kuşadası Municipality and locations in İzmir, Aydın, and Antalya. This operation resulted in the detention of 15 people, including Special Clerk Şebnem Kars Şenol, former deputy mayor Oğuzhan Turan, and MP Ali Kotan. The probe also detained the daughter and son-in-law of New Party MP Bülent Tezcan, who denied wrongdoing. By 10 August 2026, the Kuşadası investigation, conducted by the Organized Crime Investigation Bureau, led to the formal arrest of 14 individuals. Charges include ‘giving bribes’ and ‘membership in an organization to commit crimes’. Detainees include Şebnem Kars Şenol, Ali Kotan, and various architects, engineers, and accountants. Three other suspects were released under judicial control. Prosecutors continue to rely on witness testimonies, HTS records, and MASAK financial reports. In a related corruption matter in Şile, an indictment has been prepared against former Mayor Özgür Kabadayı. He faces potential prison sentences ranging from 33 to 92 years for charges including bribery, forgery of official documents, and fraud.
