Turkey social support system development

Overview

Turkey is developing a new social support initiative known as the Income Complementary Family Support System (GETAD), which has been colloquially referred to as the ‘citizenship salary’. The program is designed to supplement the income of households that fall below a specific threshold, such as the poverty line, with the goal of ensuring every family reaches an income level at least equivalent to the minimum wage.

Initial reports indicated that the system would be based on regional economic conditions and household composition, including the number of children, elderly, or disabled members. While early discussions suggested recipients might be ineligible for other programs, subsequent updates from the Ministry of Family and Social Services clarified that the new model is intended to work in coordination with existing social assistance rather than replacing it. Current programs, such as elderly pensions and disability benefits, are confirmed to continue.

As of late 2026, pilot studies and needs analyses are being conducted across various provinces. Implementation is expected to begin via income testing through e-Devlet, with a broader nationwide rollout projected for the first half of 2027.
