Turkish energy tariff and regulation updates

Overview

Türkiye’s Energy Market Regulatory Authority (EPDK) has issued several updates to energy tariffs and investment ceilings.

In early August, the EPDK approved revised storage and transmission tariffs for Petrol Ofisi AŞ facilities, including terminals in Derince, Antalya, and Kırıkkale, as well as the Yarımca Terminal LPG storage facility. These adjustments included specific daily storage fees for various fuels and volume-based discounts for autogas.

By late August, the regulatory authority expanded its updates to include natural gas, fuel, and LPG. These decisions included revising investment ceilings for Selçuk Doğal Gaz Dağıtım AŞ and Kargaz Doğal Gaz Dağıtım Sanayi ve Ticaret AŞ. Further amendments were made to transmission tariffs for fuel pipelines in Antalya and storage tariffs for LPG terminals in Hatay and Giresun.

On August 29, specific revisions were published in the Official Gazette regarding natural gas distribution investment ceilings for the 2022-2026 period. For Selçuk Doğal Gaz Dağıtım AŞ, the 2026 ceiling was set at 6,417,864 lira, while Kargaz Doğal Gaz Dağıtım Sanayi ve Ticaret AŞ received a primary ceiling of 64,945,598 lira alongside additional ceilings of approximately 31.9 million and 63.5 million lira.

In the fuel sector, the Ministry of National Defense's Fuel Supply and NATO POL Facilities Management Presidency updated transmission and storage tariffs for Antalya facilities. Effective September 1, aviation fuel transmission fees will be 164.97 lira per cubic meter (excluding VAT), with adjusted storage rates at the TF-6 Antalya Tank Farm. Additionally, Pet Gaz AŞ's terminal in Dörtyol, Hatay, will implement a daily storage fee of 24 lira per ton for LPG mixtures and autogas, while Karadeniz LPG Depolama ve Deniz Terminali Ticaret AŞ in Tirebolu, Giresun, has redefined its terminal tariffs.
