The Energy Market Regulatory Authority (EPDK) has introduced several regulatory updates to support innovation and infrastructure within the Turkish energy sector. Initial updates focused on research, development, and innovation by implementing support systems for electricity and natural gas distributors. These include the ‘Product Development’ (Ür-Ge) mechanism to assist companies in transitioning from R&D to commercialization through funding for prototypes, testing, and certification. Companies may allocate up to 10 percent of their R&D budget to these expenses, with additional incentives for establishing R&D centers and securing patents. Subsequent regulations addressed electric vehicle infrastructure and energy storage. To ensure grid security, the EPDK mandates automatic power control and energy cutoff systems for storage facilities with installed capacity exceeding contracted power. New amendments also allow distribution companies and certain organized industrial zones to remotely control specific unlicensed production facilities during emergencies to maintain balancing power market stability, provided operators notify owners within 15 minutes. Failure to comply with remote control or SCADA integration requirements will result in monthly penalties. More recently, the EPDK amended the Electricity Market Licensing Regulation to establish new branding rules for supply and aggregator companies. To prevent confusion, supply license holders are prohibited from using the regional names of distribution license holders in their company titles, and they may not use the same brands or logos as distribution companies. Companies currently in violation have until December 31, 2026, to comply. Additionally, new financial rules require distribution companies to refund excess guarantees within 10 business days and limit maximum guarantee ratios for users with a 24-month clean payment record to one fold. Further regulatory expansions published in the Official Gazette have tightened financial and operational requirements. For energy storage and unlicensed production, the EPDK has reinforced mandates for automatic power control and remote grid stability measures, with penalties for non-compliance.
