President Recep Tayyip Erdoğan has issued several decrees through the Official Gazette to implement significant changes across Turkey's public administration and economic sectors. Initial decrees focused on high-level personnel changes within the Ministry of Treasury and Finance, including the appointment of Kutluhan Taşkın as Deputy Minister. Leadership changes also affected regulatory bodies, such as the removal of Mahmut Sütçü as Chairman of the Capital Markets Board and İbrahim Ömer Gönül as Chairman of the Public Oversight, Accounting and Auditing Standards Authority. Structural reorganizations via Presidential Decree No. 201 reorganized the Ministries of Interior, Energy and Natural Resources, and Industry and Technology. The Ministry of Interior established the General Directorate of 112 Emergency Call and Coordination, including provincial directorates in all 81 provinces. These directorates will oversee calls related to public order, security, health, and disasters, with plans to integrate artificial intelligence and big data to improve response speeds. Existing managers will automatically transition to these new roles. Additionally, the Ministries of Energy and Natural Resources and Industry and Technology each established a General Directorate of Information Technology to manage IT infrastructure, cybersecurity, and digital transformation. These decrees created 105 new administrative positions, with 98 allocated to the Ministry of Interior. The 2027 Presidential Annual Program outlines reforms in education, healthcare, and logistics. Healthcare initiatives focus on reducing import dependency by boosting domestic production of medicines, vaccines, and medical devices. At the 12th Turkish Medical World Congress, President Erdoğan and Health Minister Kemal Memişoğlu emphasized strategic targets for domestic medical technology. Erdoğan highlighted successes such as ventilators from Batman being exported to 45 countries and automated shock devices developed with ASELSAN being sent to 16 nations. The government also aims to produce 700 domestic ultrasound devices annually within the next two years.
