Turkish judicial officials have been conducting inspections of legal services and infrastructure across various regions. In Malatya, officials reviewed the construction of a new courthouse designed to include 100 courtrooms and eco-friendly systems. In Muğla, members of the Council of Judges and Prosecutors evaluated the functioning of local judicial units and the working conditions of legal professionals. Building on these administrative reviews, Turkey is implementing the 12th Judicial Package to address delays in legal proceedings. As of September 1, 2026, the ‘Alo Adalet 135’ hotline has officially entered its pilot phase to improve public access to the judiciary. Operating initially at the Ankara Batı, İzmir, and Kayseri courthouses, the service allows citizens to report and follow up on court cases unresolved for more than five years and investigation files exceeding three years. Justice Minister Akın Gürlek stated the goal is to ensure justice is administered within a reasonable timeframe. The Ministry expects to expand this pilot program to all courthouses across Turkey by October. To support this initiative, the Ministry of Justice has opened a Judicial Services Effectiveness Bureau at the Ankara Batı Courthouse to identify administrative and organizational bottlenecks. While the hotline is currently in a pilot stage, a nationwide rollout is expected. This period coincides with the commencement of the 2026-2027 judicial year, marked by ceremonies in cities such as Mersin, Tokat, and Diyarbakır. Despite these reforms, several bar associations continue to raise concerns regarding judicial independence, executive influence, and the protection of lawyers. Additionally, the Turkish Bar Association has introduced ‘DavaTek,’ a digital assistant designed to reduce administrative workloads for legal professionals.
