Turkish political tension over presidential term limits

Turkish opposition leaders have raised alarms regarding democratic erosion in the country, describing the political environment as a case study for ‘sophisticated 21st-century authoritarianism.’ Opposition leader Özgür Özel argued that while democratic institutions remain, the political playing field is being tilted through the weakening of judicial independence and government control over the media.

Concerns have intensified regarding President Recep Tayyip Erdogan’s potential efforts to bypass constitutional term limits. Legal advisor Mehmet Uçum suggested a strategy where Erdogan could resign shortly before his mandate ends to trigger early elections, which might prevent his current term from counting toward the two-term limit. To execute this, the government would require 360 parliamentary votes, exceeding the ruling coalition’s current 326 seats.

Recent developments indicate that Erdoğan is actively exploring these legal avenues to pursue a third term. Under Article 116 of the Turkish Constitution, an incumbent may run again if the Grand National Assembly decides to renew elections during a president’s second term. This requires a three-fifths majority of at least 360 out of 600 deputies. Advisor Mehmet Utsum has suggested a potential early election date of April 16, 2028, to precede the scheduled May 2028 elections.

Securing the necessary parliamentary support remains a challenge as the governing coalition currently lacks the required votes. This maneuvering occurs amidst a shifting political landscape following the emergence of the ‘New Party,’ founded by Özgür Özel and 90 other deputies, which has become a significant force in the opposition.
