President Recep Tayyip Erdoğan has issued several series of high-level appointment and dismissal decrees via the Official Gazette, affecting various sectors of Turkish public administration. Initial decrees focused on diplomatic appointments and recalls for several nations, including Qatar, Jordan, and Iran, alongside significant changes in academic leadership involving the appointment of new rectors at ten universities. Administrative changes also extended to the Social Security Institution and several ministries. Subsequent decrees expanded these leadership changes to include the Ministry of Culture and Tourism, the Information and Communication Technologies Authority (BTK), and the State Airports Authority (DHMİ). The restructuring of the higher education sector included the establishment of the Faculty of Computer and Informatics Sciences at Yıldız Technical University and the Artificial Intelligence Institute at Gebze Technical University, while several other faculties and institutes were closed. Recent administrative expansions have included a major diplomatic reshuffle, with new ambassadors appointed to 12 countries, including Burundi, the Philippines, Finland, Bahrain, Oman, Namibia, South Korea, Sudan, Somalia, Gambia, and Mozambique. The judicial sector saw Recep Çevik appointed as the Chief Prosecutor of the Court of Accounts. Bureaucratic shifts have also impacted the Presidency of Religious Affairs (Diyanet), specifically with the appointment of Prof. Dr. Ahmet Bostancı as President of the Diyanet Academy, replacing Enver Osman Kaan, and a large-scale rotation of 35 provincial muftis. Further decrees have extended these changes to include leadership within the Ministry of Family and Social Services, the Ministry of National Defense, and the Ministry of Agriculture and Forestry. Additionally, the Council of Judges and Prosecutors (HSK) has implemented new regulations regarding the judicial jurisdictions of several courts to account for geographic conditions and workload.
