The Turkish Grand National Assembly (TBMM) has progressed with deliberations on the ‘Turkish Red Crescent Law’ proposal, having approved the first three articles of the bill. This stage of the legislation establishes the organization’s legal framework, rights, and exemptions in alignment with international humanitarian standards and the Geneva Conventions. Proponents from the AK Party and MHP argue the law will strengthen Turkey’s disaster response capacity and align the institution with international humanitarian models. The bill seeks to designate the Red Crescent as the sole authorized entity for receiving and utilizing international in-kind and cash aid, while also defining its role in mediator functions such as prisoner exchanges. from the International Federation of Red Cross and Red Crescent Societies, during emergencies, disasters, or conflicts. New provisions also include cash compensation for personnel working in disaster or war zones and mandate that local Red Crescent branch presidents serve on the board of trustees for Social Assistance and Solidarity Foundations. Opposition members from the CHP, İYİ Party, and other groups continue to raise concerns regarding transparency and oversight. Specific points of contention include the potential transfer of public assets, such as real estate and machinery, to the organization without cost. Opposition representatives have emphasized the necessity for strict auditing by the Court of Accounts (Sayıştay) to ensure the accountability of public resources and donations.
