The Universal Basic Education Commission (UBEC) has announced a 10-year Universal Basic Education Roadmap (2026–2035) to reform basic education development. Scheduled for implementation in early October, the initiative seeks to move away from isolated projects toward a ‘whole school approach.’ Under this new framework, states are required to assess the comprehensive needs of individual schools to ensure interventions address all essential facilities rather than providing partial solutions. To support this reform, UBEC introduced the Basic Education Action Plan Management System (BEAPMS). This digital platform is designed to enhance transparency and monitoring by allowing parents and local communities to track funds accessed by states and oversee the quality of educational interventions. State Universal Basic Education Board (SUBEB) chairmen have already been onboarded for the system. Following the roadmap’s rollout, Executive Secretary Dr. Aisha Garba announced that UBEC has renovated 287 schools and more than 4,000 classrooms across Nigeria. To prevent ‘partial fixes,’ the commission has established minimum standards for infrastructure. New interventions must now include comprehensive facilities such as perimeter fencing, security infrastructure, solar power, boreholes, toilets, administrative blocks, and playgrounds. The strategy also aims to integrate digital learning tools, including computer laboratories and smart boards, to meet modern technological demands.
