Uganda alcohol regulation and local government directives

Uganda's Local Government Minister, Balaam Barugahara Ateenyi, initially issued directives to increase transparency and regulate alcohol consumption. These measures included requiring local councils to allow media access to sittings and mandating the public display of budgets to facilitate “people-led audits”. Regarding alcohol, the directive prohibited establishments from opening before 3:00 p.m. on working days to combat crime and idleness, while also ordering the prosecution of those supplying alcohol to minors.

However, the policy underwent a significant reversal following instructions from President Yoweri Museveni. The President directed security officers and Resident District Commissioners to stop imposing unnecessary restrictions on nightlife, stating that citizens, particularly the youth, should be allowed to enjoy themselves without excessive interference.

Following this presidential directive, Minister Barugahara announced the abandonment of the daytime drinking ban, noting that Chief of Defence Forces Gen Muhoozi Kainerugaba also supported the freedom to drink and party. The policy shift aims to provide stability to the hospitality and entertainment sectors.
