Uganda economic financing and credit expansion
Overview
Uganda is seeing developments in credit accessibility and financial institutional capacity. In mid-2026, private-sector credit growth reached 16.1 percent, supported by a decline in average weighted lending rates on shilling-denominated loans. To address capital needs, Ecobank Uganda launched the Electronic Merchant Cash Advance (eMCA), a digital lending facility providing up to Shs70 million to merchants based on digital transaction history without requiring physical collateral.
Following these trends in credit availability, the Ugandan government increased the capital of the Uganda Development Bank (UDB) to Shs 2.2 trillion, including a Shs 442.2 billion injection for the 2026/27 financial year. Finance Minister Henry Musasizi stated this capital increase aims to strengthen the bank’s ability to provide affordable, long-term financing for sectors such as agro-industrialization, tourism, and technology, aligning with the government’s goal to transform the national economy by 2040.
