UK and Malaysia tax reform discussions
Overview
Discussions regarding tax reform and simplification are emerging in the United Kingdom and Malaysia to promote economic growth and modernization. In the UK, officials are addressing an overly complex tax code that costs businesses over £15 billion annually in compliance. Proposals include simplifying corporation tax by replacing various rates and allowances with a single 21 per cent rate.
In Malaysia, the government is studying whether to integrate features of the Goods and Services Tax (GST) into the existing Sales and Service Tax (SST). Experts suggest that future reforms should also address tax rules for digital platforms, the gig economy, and crypto asset transactions.
In the UK, Reform UK has introduced a specific package aimed at small businesses. This includes proposals to reverse increases in employer National Insurance contributions, eliminate income tax on overtime, and reform the Seed Enterprise Investment Scheme to allow for greater family investment through tax rebates and capital gains exemptions.
Expanding on their regulatory agenda, Reform UK has announced a plan to abolish the current UK GDPR. The party proposes replacing it with a “lighter” privacy regime modeled after New Zealand’s laws to reduce what leaders describe as “suffocating EU-derived red tape.” This proposed model would differ from current regulations by capping penalties significantly lower than the multi-million-pound fines currently issued by the UK Information Commissioner and removing certain individual protections, such as the ‘right to be forgotten.’
