UK business cost increases and policy pressures

The British Chambers of Commerce (BCC) has reported a 70 percent surge in business costs over the last decade, attributing the increase to domestic policy decisions. According to BCC Director General Shevaun Haviland, successive governments have layered expenses such as minimum wage increases, employer National Insurance, business rates, and apprenticeship levies onto employers. This rising overhead has reportedly hindered investment, with a BCC survey indicating that only 17 percent of firms increased investment in a recent three-month period.

Following these national warnings, regional organizations like the Shropshire Chamber of Commerce have highlighted the specific impact on local small and medium-sized enterprises (SMEs). Data from the BCC’s ‘Cost Stack Calculator’ suggests that a quarter of the total cost increase has occurred since the autumn 2024 budget. For a mid-sized SME with a £5 million turnover, policy-related costs have risen from £1.16 million in 2016/17 to nearly £1.98 million, now accounting for almost 40 percent of total turnover. Local leaders are calling for government intervention to address these pressures on economic resilience.
