A petition with more than 100,000 signatures was delivered to Downing Street, and the Conservatives have called for emergency legislation to stop any early releases. Government officials maintain that new prison places are being built and licence conditions will be strict, but survivor groups say the policy fuels fear of retaliation and undermines victim support.
