UK Covid-19 Inquiry into care home response

Overview

The UK Covid-19 Inquiry, chaired by Baroness Heather Hallett, released its sixth report regarding the treatment of the adult social care sector during the pandemic. The inquiry concluded that care homes were treated as an ‘afterthought’ and that the focus on ‘protecting the NHS’ often occurred at the expense of care home residents and providers.

A central finding was the ‘significant omission’ of advising care homes to isolate patients discharged from hospitals. Between March 2020 and July 2022, more than 43,000 care home residents died involving Covid-19. The report noted that approximately 25,000 to 30,000 individuals were transferred into facilities without officials knowing their Covid-19 status. In Wales, the report found that 96% of people transferred from hospitals to care homes in March 2020 were not tested.

The inquiry also highlighted a lack of adequate personal protective equipment (PPE), noting that some staff used items such as ‘painters’ overalls and waterproof ponchos.’ Additionally, the report rejected former Health Secretary Matt Hancock’s claim that a ‘protective ring’ had been placed around care homes, labeling the assertion ‘unfounded.’
