UK household energy cost relief and support

The UK government has introduced several measures to alleviate household energy costs. These include a compensation scheme offering £250 annual electricity bill discounts for ten years to households near 43 electricity transmission projects, and the extension of the Warm Home Discount Scheme through the 2030/31 winter. Additionally, a temporary VAT reduction on domestic electricity from 5% to 0% is scheduled from October 2026 to March 2027.

However, the trade body Energy UK has argued that these measures are insufficient. The organization is calling for more ‘better targeted and more agile’ support, such as a ‘social discount’ model, as the energy price cap is expected to reach a three-year high. Rising wholesale prices, driven by geopolitical tensions and heatwaves, have contributed to concerns regarding record consumer debt to energy suppliers.

As the October price cap approaches, Energy UK is specifically urging the implementation of a targeted ‘social discount’ scheme to assist vulnerable households. The body argues the current £150 Warm Home Discount fails to account for essential consumption driven by health conditions or poor insulation. They propose a system using income, health, and consumption data to provide up to £450 in support to those most in need. Analysts at Cornwall Insight predict a 4% increase in the price cap, which could bring typical annual bills to approximately £1,729. While the scheduled VAT reduction aims to provide relief, experts suggest these savings may be offset by rising wholesale gas costs. Ofgem has reported that customer debt to energy suppliers reached a record £4.7 billion at the end of last winter.
