UK levy proposals and sector opposition

Overview

In late July 2026 the Reform UK party announced an annual levy on employers who hire staff without a UK passport. Health and education bodies warned the measure could increase NHS costs, exacerbate staff shortages in schools and strain university finances. Former justice minister Sir David Gauke suggested reinvesting levy revenue in domestic workforce training to reduce reliance on overseas labour.

By early August the debate had broadened to a proposed overnight visitor levy aimed at holidaymakers. Research highlighted potential losses of £3.5 billion in hotel revenue and the hospitality industry warned the levy could eliminate up to 33,000 tourism jobs and add over £1 billion in tax costs. Industry groups urged the government to scrap the visitor levy, calling for alternative revenue‑sharing measures.
